Allow Admins to Disable Linked Object Record Creation

I’d like to link our custom forecast object to Risk CTAs so that we can directly associate risks with the forecast that they relate to. The only issue I have is that I do not want my end users being able to create a new Forecast record from the CTA. I only want them searching for and associating existing records.

Unless I’m missing something, this is not an option now.
