Enable Rule-based data permissions on user object

Our use case is focused on Through-Partner CS, but it would be beneficial to be able to restrict user visibility based on rules-based permissions as we can do on other standard Gainsight objects. As it stands today, we would like the ability to restrict partner visibility to other Gainsight users to internal users and disallow them from seeing other partner users. This visibility happens when using the commenting feature on Timeline and Cockpit. This seems like a data privacy issue that we should be able to resolve to make the Through Partner CS module more useful for larger organizations with higher infosec requirements.
