Using Rules Engine to reassign CTAs in mass either by triggering mass action or in a rule directly

I’d like the ability to utilize a rule to trigger a mass action for the purposes of CTA reassignment OR have CTA reassignment functionality built into Rules Engine directly.  To my knowledge, there is no way to do this aside from manually going in a running a mass action or having an individual manually assign CTAs from a pool to themselves in cockpit.

This would allow for us to utilize the ongoing, scheduling capabilities available within Rules Engine and remove the necessity of manual actions either by admins or CSMs directly.

We could create workarounds with this feature for our pooled/SMB model.
