Don't allow user to complete course until assignments have been graded

During the course, a user can complete assignments. In some cases they need to be manually graded. For example, they share a link to a CPQ quote they created and I would need to verify it is correct. It would be great to not allow them to complete the course until I approve the assignment. This would allow for better control over making sure everything has been completed.
