Reverse UI changes around Objective Category visibility during the manual Objective creation

I have logged this as a bug as part of 331286 and I hope it is treated as such, and not a product request, though in either case I think the visibility this posts provides is key.

@rahul_prayakarao @mpatra remember when we talked about not break/worsen the existing Objective/Success Plan experience when introducing the new Cockpit/Success Plan admin experience and how important it was to keep Objective Category front and center for all your customers because that is what all your customers have been reliant on to date?  

This - as well as this - moved us in the opposite direction.
