Rules engine delayed CTAs

It would be great if we were able to delay the assigning of CTAs based on the user’s timezone.  

Use Case:

Our company is global.  This means there is no good time to assign CTAs that works universally well for all at a specific time of day.

While there are work-arounds (such as creating filtered CTAs), this is cumbersome, time consuming to create, and would take an extended period to run each instance.
