Being able to change a customer status when its "null"

If a customer gets brought in without a status (usually happens when someone manually adds the customer into GS) you cannot change the status without running a rule to correct it. If you try to click the drop downs, nothing happens. They are also not searchable as it appears we have a Status != null filter setup for that in GS. 

The fix is to create a rule that narrows down to just that account and set that status to a value != null. Once you do that you can set to whatever status and stage you'd like and they become searchable again. 

My ask: Allow users to set a status from this screen even when status = null (see screenshot).

Any guidance on the setup of this rule?  I have tried many things but can't get the status changed.  Preview of the customers I am pulling show the correct ones and running the rule is successful except nothing happens.
