Is there a way for an admin to bulk delete CTAs. Not the CTA setup, but all triggered CTAs across multiple [all users] ?

Hi Vanessa, Please follow this document for more information.
If you go to Administration -> Mass Edit, you can mass delete CTAs. Use Call to Action as your Source and you can filter by CTA Name. Run it like you would a report and you'll see a button that says "Action" at the bottom. Hit Delete and they'll be deleted.
