I want to present my users with a popup dialog with two CTAs, both of which trigger a new engagement. How can I do this?

How can I trigger an engagement from another engagement?
Would it work if I create another engagement and its audience logic is based on the response to another engagement? For example, Engagement 1 has two CTAs, CTA 1 launches Engagement 2 and the other Engagement 3. When setting the audience logic for Engagement 2 should i just say “user selected CTA 1 on Engagement 1”?
