As a moderator, is it possible to create tags that live in one category only and can’t be used elsewhere? Use case: I’d like to create a category dedicated to an event we’re running. I want to create tags like: Session 1; Session2 etc.

+8That is correct. While you can limit tags (so that users cannot add tags that you have not defined yourself), this specifically is not possible.
Could you share why you would like to use these tags? Is it so that users can find back specific sessions easily?
