How do I set “Complete” cookies to be the default for all users? Also, how do I make cookie settings appear via banner to meet GDPR regulations when the user first logs in?

From my understanding, it’s not allowed to preselect ‘Complete’ cookies under GDPR regulations. Consent must be an affirmative action, such as clicking or toggling an option.
Our default cookie banner should also comply with GDPR regulations. You could add some JavaScript so that the Cookie Settings Modal pops up automatically for users rather than just the banner.
