Is there existing (or upcoming) functionality to reward specific ideation behaviors (submit ideas, upvote, receive a certain level of upvotes) via badges and ranks? 

I see the ability to configure points for upvoting or receiving upvotes but not the ability to configure ranks and badges based on such. 

Am I missing this functionality somewhere? Is it coming? Or should I submit it as an idea?  

Hey @DannyPancratz - integrating ideation behaviours with ranks and badges is planned (and in progress). However, for badges only new ideas/replies will be available for the rules, and for and ranks only new ideas, new replies to ideas, and new likes on idea replies will be counted.

And more generally, @bjoern_schulze submitted a summary of extra badge rules he’d like to see which covered ideation as well (which I see you already voted for).
