It sounds to me as if it’s because the tags feature is only set up to handle the Latin Alphabet, and on a Left-to-Right basis. It’s very common for such setups to struggle with Right-to-Left setups and the Cyrillic Alphabet that you’ve got there.

It’s possible to fix this sort of thing, but I think it’s a bit more complicated than a simple quick code change. It might also help to fix other languages as well.
