Is there a way to view the number or percentage of users who engaged with content in a given time period (i.e. commented on or Liked a topic)?

Apologies for the delay on this. You can generate a csv file with the relevant information by going to the control environment → Analytics → Export → Make sure you you select Post as the event type and select the time range.
This CSV file will have tons of information you can sort through including likes
