Why there is two Profile views in the Control?

Question

There are two Profile views in the Control:

Users → Users Overview → Search the username and open it
Content → Open the wanted topic → Scroll down and search the post what is posted the wanted user → Click the Profile button

There are usefull fields in the Profile view what can be found when you open the Profile view from topic view, especially Notes field.

Why there are two separate Profile view, and why all the info cant be found when you open the Profile from Users overview view?
