How would a CTA get sent to a non-user?

I need to figure out why this is happening to some of our accounts…  Please let me know how to troubleshoot.

@MelissaC If you go to Rules Engine, and then, click on Execution Log, you should be able to expand and see in each task where it’s grabbing that particular person to add them into the CTA as the owner.  That would be my first stop.
