Does anyone know if there is an ability in data designer where you can create a new field via transform that starts with a non-alpha character like % or #?

You can most definitely create new fields, but the field name must have a first character which is alphabetical.
To add a field, in your Transform step, look for the buttons labeled Add Formula Field or Add Case Field.
Be aware that Data Designer will actually let you create the field, and build your formula / case expression, and doesn’t validate that “first character must be alphabetic” until you try to save the step. If that occurs, you can simply rename the field, perhaps leading with Number or Percent, as your data warrants.
