Add Additional Range to the "Does Not Equal" Function in Rules Engine

When setting up a filter in the rules engine, such as with a date field, it is possible to use the function 'does not equal' to filter out accounts that meet certain criteria. It is also possible to filter for accounts based on a range of criteria using functions such as 'greater', 'greater or equal' 'less than', or 'less or equal'. But it is not possible to combine these types of functions and have a filter that does not equal a range of information. This would be useful.

This is a very similar request to an idea I submitted which is to exclude "this Calender quarter" from reporting. Fingers crossed...
