Allow the use of Equals when filtering Dates

Currently, if you try to use the Equals operator for time periods when filtering on date fields in Rules Engine, you get the following error: 
 

This means that I have create one filter to be >= This Year and another to be < Next Year which is not a great admin experience. There is no such limitation in Report Builder. Can we please have parity between date filters in Rules Engine and Report Builder?
