I recently treated a post that was automatically marked as spam (I did not receive a notification which is a shame), and marked it as not spam, and did not receive any notifications. I am normally receiving notifications for all posts as I am subscribed to all categories.
Are notifications sent to users once a post is marked as "not spam"?
I do not believe users receive a notification after something is marked not as spam. I usually DM the individual after the change was made and explain why something happened.

but i meant users who are subscribed to the category it was posted in.

I do know that an email goes out after you approve the post for the first time. If the post was already approved then marked as spam, it will not send an email that the post was restored.
