I have a forum index page that is displaying ideas and product updates even though I have designated only Questions / Discussions and only in the forums. Admin error or bug?

Ah sorry if I wasn't clear.
Within the widget configuration (the widget is called Tabs), there are some default tabs. For example “Recently Active” is a default tab, which cannot be customized by content type. However you can add custom tabs (like you did with “Recent Activity”) and there you can filter by content type, categories etc… which is what you did.
When you're viewing your published configuration, you might still be on the “Recently Activity” tab which isn't customized like you want it. Navigate to the tab that says “Recent Activity” and see if things are filtered the way you want.
In our community I've hidden all default tabs and I am only displaying custom ones, and it seems you want to achieve the same.
