Possible to exclude a segment from an email campaign?

Feels like there should be a way to do this, but I can’t figure it out. 

Scenario: We have a handful of groups where we want to exclude the group members from receiving our community newsletter. 

I’ve created a segment with these members, however there doesn’t seem to be a way to say “Email Campaign, don’t send to this segment”, or better yet, to create a segment that excludes another segment. 

And while I can use filters to say that I don’t want people in X, Y & Z groups, that only returns members who are in other groups, just not the ones that I indicated. Excluding the bulk of our members who are in no groups. 

Any thoughts or ideas are greatly appreciated!

This is something I have been missing as well, even beter/more filtering/segmenting options… 
It's now a lot the one or the other, not both etc.

@MeghanM Segments is great, but it does seem to miss a “this, but not that” functionality within individual filters (i.e., include X custom role but also exclude Y custom role) that might enable what you’re looking for. We’ve had issues with this sort of thing as well when trying to configure certain widgets.

@MeghanM , a potential solution is to assign a custom role (e.g., 'Exclude from Newsletter') to the users you wish to omit. You can then create a user segment named 'Newsletter Users' using the filter 'is not one of' applied to that custom role. This will ensure your segment includes all users except those explicitly marked for exclusion.
