Staging environment - no option for front end 'customize'

Does anyone have an idea as to why I can’t see the ‘Customize’ option on my staging environment?

I have access to ‘Themes’ and ‘Phrases’, but not ‘Customize’.

I am an administrator role.

Any ideas welcome!
