What is the hidden phrase for customizing this this via control?
Update: I edited this from the original post, as this question confirms the NC should not show for logged-out users, making much of my initial post unnecessary (once the bug is fixed).

Just noticed that you updated this post. Would you still like to update the default phrase for the NC for empty state?
To change “You don’t have any activity yet”, add this phrase:
Module: Forum
Key: notification.center.information.noActivity
and for the “Please come back later”:
Module: Forum
Key: notification.center.information.comeBack
It seems that NC doesnt support html with these phrases. I would like to add hyperlink(s) to the copy text.

Note: Because NC is visible only for the user who is logged in, I think there is no need for the html and links any more.
