The "Welcome to the Community" email is triggered once registration is fully completed (so after email activation, SSO login, or manual activation). It's not sent at the moment a profile is created, but rather once that activation step is done. That said, the exact timing can depend on how your community's registration is set up. Are you using SSO, standard registration, or manual approval?
