Allow comments on the overall score in 2.0 when an exception is used

For the new exception feature in Scorecards 2.0 it would be most beneficial if we could add a comment or a tag to the overall score in cases where the exception rule has been used.

    We have the option of "Explain Score" which is only applicable when an exception was triggered and calculated the overall score. It shows which condition was met for the exception to be triggered. Hope this helps
