Can you use rules to trigger a program?

We would like to trigger a CSAT survey program based on a set of criteria. I'm not seeing any Actions related to program.... Thoughts?

    JO Programs can be configured with a bionic query. So there should be no need to put your criteria in a rule...you have just as much power in Journey Orchestrator itself. Look in the follwing doc under Query Builder

      One caveat - Rules can be run more than once per day on a schedule but Query Builder in Programs can only sync once per day.
