URL Creation with Concat String Formula

A customer is facing an issue when creating an URL Concat string formula in a rule that they are able to right click and open in a new tab, but cannot left click to open the link.

Is this a limitation or is there a workaround available?

They have tried a few different suggestions from Community post but they are all a year or two old and have not worked.

Might be helpful to include what they had tried before. In the below example (talking about the more recent comments to the post), the application of a solution was done incorrectly so it is difficult to know if the solution itself is not applicable to the situation, or if the application of a solution is in error:
