I am trying to do some analysis of our customer healthscores throughout the lifetime of their account. I am looking for those scores weekly. I looked in the Scorecard History table, but I am not getting any data back. Is there another place that stores this history where I can grab these weekly snapshots of the history of the healthscore for every account?

So, the scorecard fact table does in fact give me the weekly date I am looking for, though I am looking to grab the overall healthscore week over week. This is breaking out every component of the healthscore week by week. Though, it actually seems very inconsistent. There seems to be huge gaps in the data where there is nothing recorded for the week.

Scorecard Fact tables actually only hold the Current Scores (and most recent previous score). Each row in a Scorecard Fact table will be one metric, for one customer -- as shown in your screenshot.
Are you still on Scorecard 1.0?
If so, the Scorecard History you are seeing can be found in the Usage Data object.
