Admin Permissions and Audit History/Change-log

We have several types of internal users that interact with the CE platform for adding users, enrolling in courses, checking progress, and looking at reports. The current structure of groups and permissions does not allow for much control and seeing who is doing what.

We have the need to allow for a user in between “Manager” and “Admin,” meaning we need users to see all groups and enroll in all courses, but not touch any course content/settings, or platform settings. Also, as the main admin, I have been requested to see who added a certain user or who enrolled a learner in a specific course...there is no audit trail/history or change-log that I can see.

Maybe create a new user permission called “Instructor” that can be assigned to specific courses and manage them. 

In adding users who will be managing a specific course, I am having to assign them as an Admin which gives them complete access and control over other courses. Should they go into a course they should not be managing and if they make changes, then this would be rather destructive. 

It would be ideal to have an Instructor role that is assigned only to the courses that person needs to access and manage.
