All Email Template are not Appearing in JO simple program

[Enhancement request]

In the JO simple programs, when we select any email template with the survey initially, it will filter for survey-only templates and there is no way to select the other email templates without survey.

We need to build a new program if we need to select other templates. Can we please check this and resolve it.
