Ability to Flatten Survey/Create Survey Object when Survey is Activated

Hi folks,

I require to build a solution requiring actions in Rules Engine based on survey response values.  Surveys don’t appear to be flattened/object created until responses are received.  I tried the solution provided in this community post 

but received emails advising “your request to flatten [survey name] is failed”

This then requires part of a solution (the survey) to be deployed and live, before additional actions in the solution can be built.  Is there something i’m missing here?

The ask would be: “once a survey is activated, it is automatically flattened, creating the survey object which can then be used within other features in Gainsight.
