Ability to have featured events in community categories

It will be important for us to have the ability to set featured events in the community categories as it can be done right now for groups.

Actual behaviour:

• In a Community category you are able to present featured topics using the tag “featured_subforum”, and you can feature up to 3 of them.
• You are not able to do the same for an event, you can only choose topics
• You are not able to present topics or events in a Parent Category

Desired behaviour:

• I would like to have the ability to select featured topics and featured events to present in the top of a community category
• I would like to have the ability to select featured topics and featured events to present in the top of parent category

The goal is to provide visibility to those events related to specific categories.
