Adding a Callout is not available to standard registered users.
There are an increasing number of stakeholders posting to the Community and in order to create dynamic and easily-consumable posts, I find the Callout feature to be really useful but only Admins can use it.
I recall some Moderation changes are on the Roadmap, perhaps this ability can at least be given to those trusted to moderate certain community areas? If not, for all?

Indeed the callout functionality is only available in the text editor in Control pages.
For your use case, are you looking into allowing any user in Destination to use callouts, or do you want to restrict this somehow?

Allowing callout usage for every single user should be relatively easy, while restricting it to certain user roles, is a whole different thing as it requires a much heavier lift.
