Add 'Recently Deleted' for Rules & Data Designs

While there is a ‘Recently Deleted’ option in both dashboard builder & report builder, plus Recycle Bin for CTA & Timeline entries, we still are missing one for both Rules Engine & Data Designs and it would be great to see this added. 

While these items are obviously less likely to see a removal than an individual report, there are definitely times where I’m cleaning up some old test Data Designs only to find out that one is still needed for a random reporting need. Having the ability to fetch it myself without rebuilding or contact Support would be a great QoL improvement.
