Add to cc'd contacts dynamically on JOs

We do not limit the number of admins an account on our platform can have, and some have several admins. We would love to be able to CC people on JO emails dynamically in order to add all of the plan admins to the email as tokenized contacts, rather than having to send separate comms to each admin. We want to avoid having mutliple threads if multiple admins respond.
