Allow breakdown table editing without displayed records

To update the breakdown table in a report with no matching records (a frequent issue with 'CSM = Current User' filters), we must perform a cumbersome workaround: temporarily modify filters to display a record, run the report, adjust the breakdown, save, and then restore the original filters and logic. This process is highly inefficient.
 

Allowing breakdown updates without displayed records would be a much better user experience and save us some clicks and time.
