Allow CTA Type to be made Inactive despite Playbook existing

Currently you cannot make a CTA Type inactive when there is a playbook that exists attached to that type. 

This should not be considered as a dependency. I want to be able to make the type inactive, without needing to delete the playbook, as we have plans to bring it back in the future but do not want users creating this type of CTA currently.
