Allow Description of field to display as helper text on Success Plans - Plan Layout

@john_apple Thank you for the feedback. Currently this feature is not part of the roadmap. Will post here once it is taken up.

This should apply to other areas such as the C360 as well. Based on John’s note at the end of his original post here, my guess is it used to do that in the old C360 but no longer does in Horizon. Please advise.
