Allow expanded view in Rules Engine

When working in the Rules Engine, it would be lovely if we were able to expand all and keep this expanded view locked when needed.

Here’s a use case:

I am writing a rule with 16 actions off of a specific set of data.  Each action has a filter.  I needed to go in and update the information on each element of the rule.  I expanded for each instance after 3, updated the item, saved, and then had to expand again.  It would be immensely helpful if we were able to control the view!
