Allow matching question types in static quizzes

As an academy admin I want to be able to use matching questions in static quizzes so that I don’t have to create a question bank just to include a matching question then a dynamic quiz, when my quiz is not dynamic.

I’ve never quite understood this one - there’s no pedagogic reason or use case that I can think of whereby having a matching question in a static quiz is going to cause issues. Matching questions are actually one of the most interactive OOTB components in CE, for learners. Having to create question banks (which are solely meant for dynamic quizzes) just to be able to use them in static quizzes has always baffled me.
