Allow non-admins to add new dropdown values

Picklist / dropdown and Multi-value picklists should have a setting that allows CSMs / non-admins to add new values without having to ask an Admin to edit the dropdown. This is possible in Vitally (our previous CS platform).

In reality, CSMs are highly unlikely to reach out to Admins to request a new value be added and so the data integrity suffers greatly, as we want to be able to rely on CSMs to populate categorical data that we otherwise wouldn’t have.

This is crucial for adoption and for our data quality as we sync customer attributes to other data systems for further analytics.
