Allow Rich Text for Scorecard Comments

It would be nice if we could bold or italicize comments that are posted for scorecards via rules engine. Right now we are only able to break lines up but it would be nice if we could also have the rich text formatting options. Use Case: we have multiple lines of data we post to our scorecards and we would like to bold the headers for clear distinction between the data and the header.
