Allow setting permission on a Section

​@danielwal_coco We are focused on improving granular permissions for roles first, I’m definitely interested in making it possible to change permissions at section (and sub-section) levels so that they cascade to nested categories. This would make things much easier when creating community structure as you would not need to go 1 by 1 every board to change permissions.

This would be lovely, yes.
Keep in mind,  Category should never “override” restrictions on a Section (ditto with Topic v. Category, if you get to That Idea! LOL). :)
If a Section is set to not be visible publicly, setting a Category to be visible would not work because it’s over-arching Section is not visible.
