Allow super admin to edit locked global filters in dashboard

Much of what I do when I build dashboards is test & preview them for accuracy. I do this by changing certain filters, seeing what it would look like for the end user.

Except with locked global filters, I have no way of doing this. Not in Dashboard Builder > Preview mode, nor in production.

Use case:

• create an NPS responses dashboard locked to the current user CSM, so CSMs can’t see other team members’ NPS responses
• As the admin, I want to: QA the dashboard to ensure it works as expected, and create documentation for my end-users on the dashboard itself

I’m not able to test this functionality, or even create screenshots for my end-users to enable them on the dashboard.
