Allow Users Other than Creators to Create Tasks for Timeline activities

Use Case: Leaders will sometimes create a timeline activity and tag the CSM in the activity asking for follow up.  Today, since you can only edit activities that were created by you, the CSM is unable to add tasks to that specific activity making more work for them to have to either create a new Timeline activity to document the action items from the follow up or manually create a CTA to do the same.

Idea:  Allow anyone to create a task on a Timeline entry.  If as a CSM, I could then click the Add Task option without actually editing the Timeline activity, that would improve my efficiency.  Maybe there’s an added option under the activity menu where the copy, etc. is located?

    It would even be useful if other could edit all aspects of a Timeline Activity.

    Use case: our engineers work with a customer (user level) to solve a use case and log this use case to the Timeline. Typically, they don't have a complete view of the value of the use case and cannot add it yet. Then, the CSM will talk to the customer (sponsor level) to identify the value of the use case. It would be great if they can add that to the original use case by updating a field.
