Allow users to resize image in Comments/Replies

It would be great to provide options for our community users (i.e. not just admin, moderators, etc in Control) to resize the images they attach to their posts/replies/comments as shown the attached screenshot below:

There was an idea that is marked as resolved which only allows for image resizing in Control by admin and moderators:

I’d like to see a resize option for regular users.
