Better control over suggested related topics

The current Related Topics widget does not always surface the most relevant suggestions, and in some cases it seems to rely too heavily on keyword matching rather than true topic relevance with tagging. We would like the ability to better tune the widget so it shows more relevant content. Ideally, we should be able to

• prioritize threads with best answers,
• exclude specific content where needed, and
• adjust the matching criteria and favor tags instead of title matching.

Having that level of control ourselves would be the best option, as it would make the suggestions more accurate, more useful, and better aligned with our community needs.
