Bring back "Create CTA Once in a [Lifetime]" to Horizon Rules

This is a major gap and will cause huge headaches here if it’s not remedied. It also brings up the terrifying question of what happens to existing bionic rules with that configuration in place when they are migrated to the HA system.

As per our earlier research, we assumed once every 99999 days workaround might work. But we understand that it is not a very intuitive way to do it and the team is currently working on it. This will be out soon.
