Certain Elements Should Not Count Towards the Dashboard Limit

We like to keep our dashboards organized and looking as nice and clean as possible. In order to help us accomplish this, we add different elements to our dashboards, such as static graphics and text.

The problem is, this counts against our total count of allowed elements. So instead of creating a dashboard that can have 30 widgets/reports, we can only add maybe 20-25.

I can understand the need for a limit as this will help reduce load times and such. So this idea is to not raise the limit per se, but to have static elements, such as images and text not count towards that limit.
